A hunt is considered successful and charged full price if hunter fires their weapon.
A clean miss permits continued hunting through their reservation, but is still charged full price even if no other opportunities occur. 
An injured animal warrants reasonable tracking efforts. If the animal is not found, it is still charged full price.
